OST Global Solutions’ GovCon Incubator is part of Maryland’s Technology Development Corporation (TEDCO) that won an SBA FAST Grant for a Small Business Innovation Research (SBIR) Proposal Lab. The SBIR Proposal Lab will focus on helping Maryland small businesses compete for Federal Research and Development (R&D) seed money. The Lab will accept up to 30 Maryland small business applicants. Preference will be given to women-owned, socioeconomically disadvantaged, and rural Maryland small businesses.

What is the SBIR Program?

The SBIR program provides seed funding to small businesses to write proposals for innovative technologies that could be commercialized. Phase I of this program provides up to $150,000. Companies don’t have to give up part of their business or repay the government to use this money. Winning Phase I will position companies to win much larger sums during Phase II. They may even receive sole source awards from the agency.

SBIR Proposal Lab Details

TEDCO, joined by the GovCon Incubator, Maryland Small Business Development Center, and Eastern Shore Entrepreneurship Center, will seek to at least double the success rate of the SBIR applications (from 16% national average to 32%) by improving proposal quality and submission rate. The Lab’s faculty will:

  • Train the workshop participants
  • Oversee proposal development during the workshops and between sessions
  • Conduct proposal reviews
  • Help finalize the proposals

The SBIR Proposal Lab will start on November 21, 2018, and end on February 9, 2019. It will focus on developing and submitting NOAA and DOD SBIR proposals.

The SBA FAST Grant offsets most of the participation costs of the SBIR Proposal Lab. The teaming partners have also contributed. So participants only pay $500, with $150 reimbursed upon proposal submission.

Team TEDCO will conduct workshops simultaneously from two locations (Rockville and Salisbury, MD) using live communications technology and connecting participants via a series of portals. Finally, the SBIR Proposal Lab will culminate with the cohort’s proposal submissions and subsequent advisory services for awardees.
